Frank Cianciullo is President and Lead Advisor at Leapfrog Business Consulting

Frank has over 29 years of experience in the postal sector and is a leading postal development professional.  Frank has worked on a variety of postal projects including Technological Modernization, Franchising, Postal Reform, Strategy Formulation, Leadership, Employee Engagement, Disruptive Innovation, Cost Reduction, Revenue Growth and Social Responsibility.

He was National Director of Retail Operations and Postal Franchising at Canada Post Corporation. With 6,300 post offices, Canada Post is the largest retail network in Canada and its 2,800 privatized post-office franchises form the second largest franchise network in Canada.

He has advised the USPS, Royal Mail and New Zealand Post. He is most passionate about helping Posts in countries with developing or smaller economies. His focus is on volume-based strategies vs. margins; leapfrogging vs. progressive growth; diversification vs. mono-product; and coopetition vs. competition.

Frank has completed extensive work for the Universal Postal Union (UPU) with the Postal Administration in Haïti. He has worked with CARICOM and the Caribbean Postal Union (CPU) to establish a Universal Service Obligation (USO) commitment and financing format that could be used by all CPU members. He continues to be involved in working with l’Office des Postes d’Haïti as well as on other UPU and CPU projects.

Frank has written a number of articles on LinkedIn. He writes on postal issues such as the need for technology for Posts in countries with developing or smaller economies, implementing easy-export at Posts, economic development, the future of Posts, e-commerce, postal franchising, leapfrogging in developing countries, leadership, innovation, etc.

Frank has been interviewed and quoted in publications such as Postal and Parcel Technology International. He was featured as one of 20 postal experts in that magazine’s 20th Anniversary Showcase in discussion on the Post Office of the Future.

Frank is a regular contributor to the 2 book series edited by Derek Osborn, “Reinventing the Post” and “Exploring New Frontiers”. These annual series address key and pressing issues affecting the postal industry.

Frank holds an MBA, from Concordia University in Montreal, and a Masters in Education (MEd), from New York State University. He speaks English, French, Italian and Spanish.

 

Martin Sarch is a Partner & Senior Advisor at Leapfrog Business Consulting

Martin has 30 years of experience in the postal sector. Most recently he was National Director, Retail Postal Network and Distribution at Canada Post Corporation. As such, he was responsible for Retail Innovation, Post Office Design, Network Development and Operational Maintenance for all 6,300 corporate and franchise post offices. Martin also managed the Retail Supply Chain for all retail and commercial products, shipping over $1.2B per year.

Martin was instrumental in introducing a stream of ground-breaking, disruptive innovation concepts:

He developed and implemented a Smartphone App for territory managers to standardize and manage their work.

He designed and delivered the Canada Post concept post offices in Toronto, Edmonton and Vancouver including the development of the Self-Service Parcel Kiosk. In 2016, Martin’s Drive-thru Parcel Centre, located in Richmond Hill, Ontario was named as a Key Retail Innovation by J.C. Williams/Ebeltoft. The concept Post Offices included many innovations and all elements of the store were evaluated including branding, self-serve, advertising, process, merchandising, customer interaction, POS and other technologies.  The objective was to create a new and exciting customer experience.

He also developed a simplified, tablet-based, parcel-management system (CARO-Lite) that is now a key part of the Canada Post delivery system.

Martin also managed warehousing and distribution for all Canada Post customers, including Consumer, Businesses and Post Offices and managed over 1,000,000 shipments a year. Additionally he was responsible for inventory management in all 4,000 corporately owned locations and reduced shrink to below 0.25% annually.

Martin has extensive experience in the development and implementation of self-serve. This includes ratings kiosks with cubing capabilities, printing stamps on demand, package induction kiosks, drive-thru and parcel management systems. He continues to work on the enhancing of the self-serve experience.

Martin holds a Bachelor of Administration from the University of Ottawa; a Masters Certificate in Supply Chain & Logistics Management; Log. – Professional Certification in Supply Chain Logistics; and he completed the Lead Management Development Program 3.0 at the Rotman School of Management at the University of Toronto.
